General questions
I cannot log in to the partner portal. What should I do?
If you received a welcome email saying that you joined the program with a link to the partner portal
- Make sure you are logged in with the Yandex ID that your billing account with the partner status is linked to.
- Check that your billing account is activated and its status is
Active
.
This status confirms that the paid version has been activated and there are no arrears for resource usage. - If necessary, top up your account. The minimum payment amount is shown at the time of payment in the Top up account window.

How is the relationship between partners and Yandex Cloud regulated?
The relationship between a partner and Yandex Cloud is regulated by the Partner Agreement
You enter into an agreement with a customer yourself.

Types of our partners' agreements that you can find in the Partner Kit:
- Simple agreements for providing services without an agent fee. These agreements let you include the cost of using Yandex Cloud services and of support and maintenance services from a partner company.
- Commission agreements which, as some experts believe, are more consistent with the subject of agreements for "services to provide access to cloud resources" in terms of their wording for taxation purposes.
What is an agent's tax base: the entire amount paid by a customer under the payment invoice issued or only a partner bonus?
If you use the Simplified Tax System (USN) and work under an agency agreement, you must specify an agent fee in a separate line in the agreement with the customer. In this case, you only pay taxes on the amount of the agent fee.
How is VAT refunded if I use the Simplified Tax System (USN)?
If your customer pays VAT, you can re-issue them invoices from your organization. However, you still have to maintain and submit to the tax service the balance sheet and the invoice journal. The specifics of these agency agreements are discussed in detail in this article
What service payment system is used in Yandex Cloud for partners? What happens if there is no money in the account?
Yandex Cloud uses a postpaid billing system. To get started, you should switch to paid consumption mode. Your account or subaccounts may start consumption without any top-up immediately after activation. The sum for consumption across all subaccounts linked to the partner account is debited from the partner personal account.
At the end of each month, we will send a service certificate to your email address indicating the amount minus the partner bonus for the past (reporting) month.
At the end of the reporting month, starting from the second month of paid consumption, you have 15 days to settle the payment invoice received. During this period, until the account is topped up, your credit limit is activated. The credit limit is calculated automatically based on the average monthly consumption over the past few months.
If you do not settle the payment before the end of the current month or the credit limit is exceeded, we will contact you to clarify the reasons for the delay in payment and agree on the deadline for transferring the funds. If we fail to receive your response after several attempts to contact you, your resources may be suspended until the issue is resolved. At what point does a partner invoice a customer for cloud consumption?
Partners can issue payment invoices to their customers at any time. We only monitor the settlement of payment invoices between Yandex Cloud and partners. By accepting the offer, a partner commits to and accepts the rules for settling payment invoices under their account and subaccounts connected to it.
Partner bonus program
What is a partner bonus?
A partner bonus is a discount on Yandex Cloud services applied to the payment invoice issued to the Yandex Cloud partner's billing account at the end of month. The certificate, payment invoice, and invoice issued to the partner indicate the final amount including the discount.
What determines the discount amount, the way it is credited, and how it is calculated?
The discount amount depends on the total monthly consumption of Yandex Cloud services by all subaccounts linked to the partner billing account.
You can link a customer subaccount to a partner account on the partner portal
Linked subaccounts cannot see the partner discount in the management console. Yandex Cloud does not issue separate payment invoices to subaccounts.

What is not included when calculating a partner bonus?
The discount does not apply to:
- Service usage in the partner account.
- Grants credited to subaccounts.
- Resources from Yandex Cloud Cloud Marketplace.
You can see the absolute and relative discount amount for the reporting month in the Rewards section on the partner portal.
Why are resources from Yandex Cloud Cloud Marketplace not included when calculating a partner bonus?
Yandex Cloud sells Cloud Marketplace services with a minimum margin or with no margin at all. Therefore, we cannot provide an additional discount on solutions from Cloud Marketplace images.
Initial grant
What is the initial grant?
The initial grant enables you to gain hands-on experience with Yandex Cloud without paying for the resources you consume. It is issued automatically when you create the first billing account for a partner or customer after their billing account is verified. The initial grant for businesses is 4,000 rubles. How do I get the initial grant for an activated partner account?
The initial grant is provided when the first billing account is activated. You cannot get the initial grant for any previously activated accounts. If required, you can use Additional grants in the partner program.
How do I activate the initial grant for new partner accounts?
When you create your first billing account as a partner, the initial grant is given automatically. You cannot get the initial grant for additional billing accounts. If required, you can use Additional grants in the partner program.
How do I get the initial grant when I connect a customer under the partner program and create a subaccount?
The initial grant is only provided when the customer's first and main billing account is created. It is not available for subaccounts. If required, you can use Additional grants in the partner program.
What is a subaccount?
A subaccount is an additional account for a customer billing account. It is created automatically when you link your customer account to your account on the partner portal. It is displayed both in your Yandex Cloud account's management console and the customer's management console.
Additional grants in the partner program
What is the purpose of additional grants?
The program is aimed at helping partners launch their business of providing services to customers in Yandex Cloud. To facilitate the partner businesses, we give grants. Within the first six months of obtaining partner status, you can receive two types of temporary grants under the program:
- Grant for your customer's pilot
- Grants under the partner support programs
What is the grant for your customer's pilot?
The grant for a pilot is credited to a customer subaccount.

A subaccount is an additional account for a customer's billing account. It is created automatically when you link your customer's account to your account on the partner portal. It is displayed both in your Yandex Cloud account's console and the customer's console.
How do I get a pilot grant for my customer's subaccount?
Send a request to the support team with the following information:
- Customer's billing account.
- Brief description of the solution and what the pilot is designed for.
- Deadlines for the pilot.
- List of required services.
- Requested grant amount in rubles.
- Customer's subaccount linked to your account.
We will review your request and notify you of our decision on the grant and its terms (amount, validity period, and crediting period).
Which grants are issued under the partner support program?
For all our partners, we provide appropriate resources for trying out our new services and functionalities:
- One-month grant for 5,000 rubles for trying out our Yandex Cloud services.
- Grant for 10,000 rubles on the "Cloud engineer"
course in Yandex Practicum (for two engineers).
Our Yandex Cloud Professional tier partners receive a one-year 150,000 ruble grant for creating and maintaining a demo stand.
